Dan and Steve are going to be leading the fight against the IRS’s politically motivated assault on 
Tea Party groups across the country – and the completely unreasonable demands they've issued. Stephen M. Hoersting co-founded the Center for Competitive Politics, where he devised speech-protective projects, including the legal architecture forSpeechNow.org v. FEC. Steve previously served as general counsel to the National Republican Senatorial Committee under then-chairman Sen. George Allen (R-Va.) from 2003 to 2005 and as chief counsel to the Vice Chairman of the Federal Election Commission from 2000 to 2003. He has published on campaign finance issues for the Cato Institute, the Election Law Journal, The Washington Times, Roll Call, The Weekly Standard, National Review Online, and has appeared on C-SPAN's Washington Journal, and CNBC's Street Signs, and has offered expert testimony on Capitol Hill.  Steve earned his J.D. from Capital University Law School, cum laude, in 1996, and a B.A. in economics from The Ohio State University in 1990.

Dan Backer was lead counsel in the groundbreaking Carey v FEC case, which began to change all PACs into SuperPACs - winning the right for non-connected PACs to raise and expend funds both to support candidates, subject to traditional limits, and to run Independent Expenditure from unlimited contributions. Dan holds a Bachelors in Political Science from the University of Massachusetts Amherst, a JD from George Mason University School of Law, a Masters Certificate in PAC Management from George Washington University, and the Professional Lobbying Certificate (PLC) from the American League of Lobbyists.
